The Ghana Investment Promotion Authority (GIPA) has resolved 56 percent of formal investor issues recorded in the first half of 2026, nearly doubling its full-year 2025 resolution rate, as investor engagements surge and additional equity from reinvestment and expansion reaches US$57.5 million.
GIPA engaged 1,028 investors between January and June 2026-93 percent of the 1,110 investors engaged throughout 2025—highlighting a sharp acceleration in its efforts to support businesses already operating in Ghana.The Authority also facilitated GH¢1.05 million under its Investment and Growth Facilitation activities, with second-quarter activity rising 26.5 percent over the first quarter. More than 50 public institutions have meanwhile been secured as focal agencies under a new network designed to speed up the resolution of investor concerns.
Speaking at the GIPA Focal Persons Forum in Accra, Head of the Aftercare and Investor Grievance Division, Charles Opoku-Mensah, asserted that the performance marks a significant improvement over 2025, when GIPA engaged 1,110 investors, conducted 120 site visits and recorded 58 formal issues. Only 18 of those issues were resolved, representing a 31 percent resolution rate, while 37 remained ongoing and three were stalled.
The 2025 resolution rate was also well below GIPA’s 70 percent target, reinforcing the need for a more coordinated and time-bound mechanism for dealing with investor grievances.
That mechanism now has a legal foundation under the Ghana Investment Promotion Authority Act, 2026 (Act 1173). Section 4(l) mandates GIPA to facilitate the amicable resolution of grievances between enterprises and government institutions, while Section 43 establishes a formal Investor Grievance Mechanism for complaints against government institutions.
Under the mechanism, investors have six months after a grievance arises to submit a complaint. GIPA must acknowledge it within five days, while the resolution process has a three-month target for a recommendation or decision.
GIPA says the Focal Persons Network will serve as the operational link between investors and public institutions, helping route complaints to the appropriate agencies, track responses and facilitate resolution.
